Background and Discussion:

On September 29, 2020 Commissioners Court approved to redevelop Quebedeaux Park as well as the vacant site of the building located at 1117 Franklin St and the area in front of the Family Law Center and renaming it to Remembrance Park. 

 

On June 29, 2021 Commissioners Court approved a request for discussion and possible action to designate Harris County and Harris County Flood Control District property bounded by Congress, San Jacinto and Fannin streets and Buffalo Bayou to be a public green space.

 

On September 2, 2022 Commissioners Court approved a request to execute an amendment with Studio Avid, LLC. For Professional On-Call Landscape Architecture and related services as may be needed in connection with various projects, Precinct 1.  

 

 

Expected Impact:

The Master Plan of the park envisions the three blocks from Congress Street to the Buffalo Bayou as a unique park and greenspace that will revitalize part of downtown.  This park will serve as a catalyst for redevelopment and create a space for work, live and play. This park is also anticipated to bring tourism to Houston and the downtown area and create thriving economic opportunities such a restaurants, shops, etc. The plan envisions a series of reflected spaces for community gathering and learning. The park will also emphasize space for artistic expression and gathering as well as rejuvenation of the waterfront.

 

 

Alternative Options:

The alternative would be to continue to maintain the various city blocks without potential improvements as proposed by the site Master Plan and expected impact of servicing community and site rejuvenation.
