Background and Discussion:

Harris County desires to include the expansion of the Northwest Harris County Municipal Utility District Number 5 detention pond in the construction plans for the Grant Road Segment 2 - from Spring Cypress Road to Shaw Road project. The expanded detention pond, as well as an additional, adjacent detention pond that will be constructed as part of the roadway project will mitigate the roadway development for benefit of Harris County. Upon construction completion and acceptance, both the expanded portion and the adjacent additional detention pond to be owned and operated by Northwest Harris County Municipal Utility District Number 5. The agreement is to compensate Northwest Harris County Municipal Utility District Number 5 for this ongoing maintenance and operation.

The expected impact of this action will be to more efficiently address the ongoing maintenance and operation of Harris County roadway facilities.
