Background and Discussion:
Harris County, acting through Harris County Public Health ("HCPH"), participates in the Strategic National Stockpile ("SNS"), which includes medications and medical supplies. Harris County desires to collaborate with the City of Humble to enhance Harris County's ability to respond to a catastrophic incident or other communicable threat. Harris County and the City of Humble desire to enter into an agreement for a mass prophylaxis closed point of dispensing ("Closed Pod") to dispense medications and supplies to identified City of Humble employees, contractors, and their immediate family members. Harris County finds that an agreement with the City of Humble for a Closed Pod serves a public purpose of Harris County.

Expected Impact:
It is expected that if the Strategic National Stockpile were needed to be deployed within Harris County, providing a closed POD setting to our critical 9-1-1 providers and their immediate family members will ensure the continuity of operations for the county to meet the demands of the public during a time of crises.

Alternative Options:
There currently are no other means or plans from the local, state or federal level to distribute the Strategic National Stockpile to first responders except through the current plans...
