Background and Discussion:
In September 2023, the Biden Administration called on Gov. Greg Abbott to address unequitable funding for Prairie View A&M that has led to a "severe funding gap" that, "in the last 30 years alone, an additional $1,135,496,704 would have been available for the university." The resolution calls on the Abbott Administration to heed the request and Historically Black Colleges and University funding equity part of the next special legislation and/or 89th Regular Legislative session.

Further, research shows the Biden Administration and Texas Legislature should act to address widespread and ongoing funding disparities between Texas Southern University and the University of Houston-Downtown that may violate prior obligations between the state and the U.S. Department of Education's Office of Civil Rights. The resolution calls on those authorities to execute a de jure racial segregation study to determine compliance with the 1983 Office of Civil Rights Texas Plan, the 1992 U.S. Supreme Court United States v. Fordice decision and the 2000 Texas Commitment.
