Background and Discussion:
Consultant is the On-Call Professional Services provider for the Countywide Emergency Outfall Repairs and Replacement program, and the services include civil and drainage design. Due to increases in the number of emergency repairs requested and professional services needed therein, additional funding will be needed to maintain the level of service to Harris County across the increased number of projects. Major weather events have potential to increase the number of failed outfalls that require repair. The existing Professional Services Agreement approved on January 8, 2019 did not have a required MWDBE goal.

Expected Impact:
Maintains the ability to provide the current level of emergency repair and related professional services through supplemental and expanded design services.

Alternative Options:
Amend the not to exceed value of the contract without adding an MWBE goal or procure a new contract to provide the Professional Service. The latter will delay the availability of design support when a critical outfall repair is required.
