Background and Discussion:
The Baldwin Boettcher Branch Library is located inside the Mercer Botanic Gardens at 22306 Aldine Westfield
Road, Humble, Texas 77338. The disaster recovery project involves the repair of damages caused by Hurricane. Harvey in August 2017, including wall and floor finishes, mechanical, electrical, plumbing, and data fixtures. And equipment. In addition to in-kind damage repairs, the scope of work encompasses the implementation of flood mitigation measures to prevent similar damages from reoccurring, including flood barrier and gates, structural modifications and strengthening of the building envelope. All work shall be completed in accordance with all applicable codes and regulations, which will return the building to full operational use.

The installation of a fire/domestic water meter is also necessary to bring the library up to required codes and regulations. This includes getting water service from Timber Lane Utility District.

Expected Impact:
The reconstructed library is planned to continue serving the County and the public of Precinct 3. ...
