Background and Discussion:
On 10/10/2023 Commissioners Court approved the unfunded PCN deletion policy and directed the Office of Management and Budget (OMB) to implement the reconciliation exercise and enforce departmental compliance.

Based on discussions with stakeholders, OMB has made several revisions to the policy designed to assist departments with personnel operations. Furthermore, the results Phase 1 - General Fund Positions are summarized below and presented in detail through the attachments.

Amendments to the Policy
The definition of an unfunded PCN has been modified to say a "vacant position/PCN is considered to be unfunded if the budget maximum assigned to that PCN is less than the salary range minimum for that job classification." This request was made by several departments to reflect the operational considerations for temporary placement of personnel until they can be permanently placed in the PCN that matches their job title. The PCN exemption clause is amended to state that if an exemption is approved, additional position budgeting flexibility will be given on a department-by-department basis.
