Background and Discussion:
On March 11, 2021, the American Rescue Plan Act of 2021 (ARPA) was signed into law. Harris County Commissioners Court set goals for its ARPA funds, including committing funding to address the shortage of quality child care within the county.?Harris County is implementing a pilot program to contract with high-quality child care centers to open new classrooms or increase the overall number of children they serve, referred to as Early REACH (previously called Child Care Capacity: Contracted Slots Pilot Program). Early REACH was approved on June 14, 2022, by Commissioner's Court, with
BakerRipley being awarded as a subrecipient on January 31, 2023. United Way of Greater Houston is included in
BakerRipley's proposal as a subcontractor to work with the child care centers, and Brazelton Touchpoints Center as a third party evaluator for the quality components of the pilot. This program is an innovative approach and requires evaluation in order to demonstrate the efficacy of the approach. The goals of the Contracted Slot Pilot program include:
