Background and Discussion:

The Houston Health Department (HHD) requested to add the Original Agreement Exhibit A, which details the Cost Schedule and breakdown of reimbursement costs to Harris County from April 1, 2022, through March 31, 2023. The additional cost schedule requires an amendment to the original contract and court approval. The reimbursement amount provided to Harris County from HHD does not change, nor will any additional costs be required from Harris County within the amendment.

 

On February 21, 2023, Commissioners Court approved an interlocal agreement with the Houston Health Department (HHD) which supports a transfer of funds from HHD to Harris County in an amount not to exceed $12,840 to reimburse Harris County for costs related to maintenance and storage of HHD data in the Equity Intelligence Platform (EIP) for the period of April 1, 2022 through March 31, 2023.

 

ABOUT THE EIP: The Equity Intelligence Platform (EIP) is an open-source, web-based system that will enable City, County, and School Districts to understand and support the improvement of holistic outcomes for individuals living in our community through mutual data-sharing, analysis and data science. This Platform will help with answering big questions, such as whether programs (health, educational, criminal justice, or related programs) are addressing a local problem or whether a need is going unmet. Additional data metrics and policy areas could be considered for evaluation as the Platform evolves.

 

Starting in 2018, the Obama Foundation, through My Brother’s Keeper, and Bloomberg Philanthropies provided ongoing funding to Education Results Partnership (ERP) to develop the EIP. As of January 2022, Bloomberg Associates seeks to reduce their funding to Houston/Harris County with the launch of an EIP. In February 2022, Harris County entered into a contract with ERP to provide funding for ongoing maintenance of shared data on behalf of the region’s partners. This interlocal agreement facilitates the reimbursement of costs paid by Harris County on behalf of the Houston Health Department for maintenance and storage of shared data on the Platform.

 

On February 8, 2022, Commissioners Court approved an agreement between Harris County and Education Results Partnership (ERP) for consulting, hosting, and support services of the Equity Intelligence Platform. This agreement included payment for maintenance and storage of data for all regional partners, including the City of Houston Health Department (HHD), in the Platform for an annual amount of $64,200. The contract term is one (1) year with three (3) options to renew. The proposed interlocal agreement with HHD facilitates the reimbursement of Harris County for the proportion of the data maintenance and storage costs Harris County, through the Commissioners Court’s Analyst’s Office, currently pays ERP on behalf of HHD for the period April 1, 2022 through March 31, 2023.

 

ABOUT THE VENDOR: Educational Results Partnership (ERP) is a non-profit organization that applies data science to promote equity and support improvement in life outcomes. ERP has previously developed secure longitudinal data platforms aggregating sensitive data from multiple sources (e.g., Cal-PASS Plus) and has experience in working with federal, state, and local entities to integrate, analyze and visualize data in a safe and secure way.

 

ABOUT DATA SHARING: For the EIP, data provided by multiple agencies is integrated and aggregated. Metrics are developed using the integrated aggregate data. The metrics shared via the EIP are determined in a collaboration between participating agencies, the regional coordinating body, and ERP, and with consideration of local interests, priorities and requirements, availability of data, data quality, and any local data regulations.

 

To govern data-sharing between ERP and participating agencies, ERP contracts with each participating agency

separately. ERP will, in accordance with all regulating statutes, encrypt, link and aggregate the data across agencies. The aggregate data only will be made available via a public dashboard for use.

 

ABOUT CURRENT PARTNERS: ERP develops and maintains the Platform at the direction of the participating agencies and the regional coordinating body.

 

Currently, active Harris County partners in the EIP include: Juvenile Probation, District Clerk’s Office (to provide court data), Resources for Children and Adults, Harris County Public Health, and the Harris Center. Outside of Harris County, the City of Houston Health Department and Alief Independent School District.  Partnership with Houston Independent School District is pending.

 

As of February 2020, Harris County Commissioners Court appointed the Harris County Commissioners Court’s Analyst’s Office as the project manager for the County’s participation in the Platform and coordinating office for all participating County agencies. In fall 2021, representatives of Bloomberg Philanthropies asked the regional coordinating body to consider the Analyst’s Office as the regional administrative home for the EIP and the attending members of the coordinating body approved the decision.

 

Expected Impact:

By mapping Harris County, City of Houston, and school district data, the EIP can provide policymakers and service providers with metrics to confirm the successes of existing programs, to help identify gaps in services or systems, and to support the development of new relevant and impactful systems and policies. As the Platform grows, analyses will produce more robust findings.
