Background and Discussion:

The project is located in northwest Harris County, north of Cypress North Houston Road and east of North Eldridge Parkway. The existing drainage system consists of roadside ditches which outfall to the west of the subdivision via 24 to 36-inch pipes at three points along HCFCD Channel K161-00-00 and to Cypress Creek from a fourth outfall at the northeast corner of the subdivision. The scope and proposed improvements include bringing the subdivision roadways into compliance with Harris County Standards. This study report includes an executive summary with all supporting appendices of details describing the analysis and recommendations from the study phase services including surveying, geotechnical, environmental, and drainage to be utilized for the proposed design of the project.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. Since there are no impacts to the adjacent neighborhood, this study report approval is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to Tower Oaks Plaza, surrounding bond program subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future.

 

Alternative Options:

The County could elect to approve the study report or reject it. However, if not approved, the project area will continue to experience flood risk.
