Background and Discussion:

The City of Houston wishes to enter into an agreement to partner with Precinct One to administer the City Gun Buyback Program by hosting a third gun buy-back event via a drive-through set-up on June 10, 2023 at NRG Yellow Main Street Lot, located at 9051 S. Main Street, Houston, Texas 77054. The City of Houston will administer the Gun Buyback Event through its One Safe Houston multi-faceted violent crime reduction initiative. The City will provide funding to publicize and staff the event. Precinct One requests authorization to jointly publicize the event and provide funding in the amount not to exceed $150,000 from funds appropriated from ARPA for countywide gun buyback events, for the City to purchase gift cards to be exchanged for qualifying surrendered firearms at the event.

On November 13, 2022, the Court approved the Harris County Sheriff’s request for approval of a plan to use $1,096,000 from the County FLEX Fund to partner with Commissioner Precincts to host up to eight gun buyback events across the County, allowing gun owners to surrender personal firearms in exchange for cards having a monetary value. This request supports a joint gun buyback between Harris County and the City of Houston and aligns with ARPA priority outcomes.
