Background and Discussion:
On June 27, 2017, Harris County Commissioners Court entered a letter agreement with TexHealth Central Texas, Inc., a 501(c)(3) organization, so that TexHealth Central Texas could offer small businesses in Harris County access to health insurance premium support programs. This Amendment extends the agreement to August 31, 2027. TexHealth's program costs Harris County nothing.

Under the original letter agreement and now to be continued with the Amendment, TexHealth is obligated to apply for health insurance subsidies required by the Affordable Care Act and designated by Texas Department of Insurance for Harris County. TexHealth will then use those subsidies to provide health insurance premium support for health insurance plans obtained on the open market. Premium support constituting reimbursement of one-third of the employee premium up to $110 per month will be offered to small businesses in Harris County with between 2 and 50 employees.

TexHealth has agreed to not discriminate against or promote any one insurance plan over others licensed in the state of Texas, nor will it interfere with any Agent/Employer relationship or Agent of Record status.
