Background and Discussion:

On April 5, 2022, Commissioner's Court approved the request to utilize a CMAR (Construction Manager-at-Risk) delivery method for the Harris County Sheriff's Office Complex project, and the Purchasing Agent was authorized to issue a Request for Qualifications (RFQ) and administer the selection of the CMAR. Durotech, Inc. was selected based on highest overall evaluation.

The project consists of the relocation and consolidation of various Harris County Sheriff's Office (HCSO) operations to the approximately 7.33-acre tract of land. Making up the 7.33-acre tract is a 5.95-acre industrial site and 1.38-acre urban farmland known as Finca Tres Robles. All existing structures on site will be demolished, including a two (2) story warehouse and a one (1) story credit union building.

Expected Impact:

The Construction Manager-at-Risk will provide assistance and guidance to the design team for procurement of long lead items, constructability, project schedule, value engineering, cost estimates, and budget.

Alternative Options:

The alternative would be to issue the project for bid via a Competitive Sealed Proposal.
