Background and Discussion:
On September 24, 2019, Harris County Commissioners Court approved a CDBG-EN funded agreement in the amount of $2,000,000 in PY2019 funds with SER-Jobs for Progress of the Texas Gulf Coast, Inc. to provide funding for a public facility that meet the needs of low- and moderate-income individuals and families in Harris County.

On February 22, 2022, Harris County Commissioners Court approved a first amendment to the agreement to add $115,247.52 in CDBG-EN funds to adequately cover construction and related activities.

Harris County Community Services Department (HCCSD) is now requesting Commissioners Court approval of a second amendment to the agreement to extend the period of performance by an additional 13 months to June 30, 2023, due to material delivery delays caused by COVID-19, which delayed completion of the project.

Expected Impact:
The total project budget remains the same for a total of $2,115,247.52 in CDBG-EN funds. The item extends the period of performance.
