Background and Discussion:
On February 9, 2022, Harris County Commissioners Court approved a CDBG-EN funded agreement in the amount of $438,224.00 in Program Year (PY) 2021 funds with Sheldon Road Municipal Utility District for the provision of the Waterline Improvements Project to provide services that meet the needs of low- and moderate-income individuals and families in Harris County.

On December 13, 2022, Harris County Commissioners Court approved a first amendment to the agreement with Sheldon Road Municipal Utility District revising the budget to increase the funding by $25,923.00 in PY2022 CDBG-EN funds. The project budget increased from $438,224.00 to $464,147.00 for the above referenced project.

The Community Services Department (CSD) is now requesting Commissioners Court approval of a second amendment to the agreement between Harris County and Sheldon Road Municipal Utility District to revise the budget to reallocate funding to cover costs for reimbursement of Davis Bacon and Related Acts (DBRA) and Section 3 compliance services completed by the Department of Economic Equity and Opportunity (DEEO).

Expected Impact:
The total project budget remains the same for a total of $464,147.00 in CDBG-EN funds.
