Background and Discussion:

An Act of Congress (attached as backup) authorized the recognition of the Emancipation Trail on January 3, 2020. The Emancipation National Historic Trail extends approximately 51 miles following the migration route taken by newly freed slaves and other persons of African descent from the major 19th century seaport town of Galveston to the burgeoning community of Freedmen’s Town located in the Fourth Ward of Houston, Texas. The bike ride will showcase the Emancipation Trail Route. Participants will enjoy a healthy activity that improves strength, balance, and coordination while learning about the history of what is only the second national historic trail in the United States. The ride will make stops along the way so that participants can learn about Emancipation history and various historic landmarks.

The bike ride will start at approximately 7:30AM at the Historic Reedy African Methodist Episcopal Church (2013 Broadway Ave, Galveston, TX 77550) after a reading by Commissioner Ellis of the Emancipation Letter (attached here).  Riders will be escorted by law enforcement. Two non-profit organizations, Bike Texas and Bike Houston, will assist with technical support for the event. The ride will end at approximately 12PM at Emancipation Park (3018 Emancipation Ave, Houston, Texas).
