Background and Discussion:

This project will provide flood damage reduction benefits to Keegans Bayou’s upper and middle reaches and was the recommended project and outlined in the Keegans Bayou Watershed Planning Study. The project consists of the construction of a series of detention basins on land currently owned by Harris County Flood Control District. This item is requested so that we may have the selected consultant begin the preliminary engineering and design of the improvements near D118-14-00. The prioritization framework score for this project is 8.5.

Expected Impact:

The recommended project potentially provides up to 400 ac-ft of detention near channel D118-14-00 and Keegans Bayou and reduces the span of the Atlas 14 100-yr inundation layer, resulting in a benefit to approximately 267 structures located within the floodplain. These structures benefit due to a reduction in depth and frequency of flooding. The Flood Control District Staff, including staff augmentation will manage an engineering consultant team to execute the preliminary engineering and design stages of this project.

Alternative Options:

The alternative to approving this item would be to select a different consultant which will delay progress on this project.
