Background and Discussion:

The Fallbrook, Ridgepoint, Westpoint project area is in the Halls Bayou Watershed, a tributary of Greens Bayou. These subdivisions were constructed in different timelines, Fallbrook in early 1970’s, Ridgepoint in early 1980’s and Westpoint in early 2000’s. The existing drainage system was designed based on the current design criteria and design rainfall. The drainage system in the project area consists of inlets and storm sewers that eventually outfall into HCFCD channel (P118-31-00) which eventually drains into Halls Bayou (P118-00-00). The original scope of work for this project consists of improvements such as widening the P118-31-00 channel, upsizing storm sewer, replacing inlets and pavement as needed to accommodate for the increased conveyance in the Fallbrook subdivision. This agreement for Construction Phase Services provided by Jacobs Engineering Group, Inc. ensures that the project is built in accordance with the Harris County and Harris County Flood Control regulations.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. Engineering support during the construction of the improvements is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Fallbrook, Ridgepoint and Westpoint Subdivisions homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it.  However, if not approved, the project area will continue to experience flood risk.
