Background and Discussion:

This project is located in the Greens Bayou watershed near Highway 90 and Beltway 8. The Beaumont Place subdivision consists of mainly roadside ditches and has been subjected to several flooding events with the most recent being Hurricane Harvey (August 2017) and the Tax Day Flood (April 2016). Drainage analysis of the subdivision began in late 2019 as a part of the 2018 Bond program for subdivision drainage improvements. The scope and proposed improvements include roadside ditch regrading, driveway culvert upgrades, expansion of channel along Big Gulch, concrete lined Sulphur Gully channel with reinforced concrete box (RCB) crossing improvements. Improvements also include multiple detention ponds along Big Gulch with an extreme event overflow swale towards the upstream portion of the channel.

 

The Change in contract request includes new items for the following:

                     PCO - 1 Installing/Removing Portable Low Profile Concrete Barrier - Added new items “Install Portable Low Profile Concrete Barrier” with an additional cost of $2,214.00, “Remove Portable Low Profile Concrete Barrier” with an additional cost of $1,148.00, and 1 day. Portable Low Profile Concrete Barrier was installed at Sulphur Gully Station 28+80 as a safety measure to protect the traveling public and will be removed.

                     PCO - 2 Remove Additional Trees in Sulphur Gully - Added (107 EA) to Item 55 Removing Existing Tree <=16" and added (56 EA) to Item 56 Removing Existing Tree >16" with a total additional cost of $168,600.00 and 21 days. Additional trees will need to be removed from within the HCFCD ROW along Sulphur Gully to construct the proposed channel.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This change in contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Beaumont Place Subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

Alternative traffic control options such as lane or complete road closures with detours would result in an increase in both cost and construction time of the project.  Without the additional clearing, the original project benefit would not be achieved and the area will continue to experience flood risk.
