Background and Discussion:

The project proposes to increase the capacity of the enclosed C116-00-00 system with a parallel trunkline. It was recommended by the Sims Bayou C116 Storm Sewer Analysis study and may entail easement/right-of-way acquisition, encroachment clearance, detention basin mitigation and trunkline rehabilitation. This agreement will result in a Preliminary Engineering Report that will recommend a solution to be designed and constructed. The prioritization framework score for this project is 7.5.

 

Expected Impact:

In implementing a new parallel trunkline, and potential rehabilitation of segments of the existing trunkline, this project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to 42 homes, and 0.74-mile reduction in street flooding.  This will reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the homeowners, Harris County, and FEMA. Flood Control District staff will supervise the engineering consultant.

 

Alternative Options:

The alternative to the approval of this agreement is to seek another consultant for the work to be performed, which will cause significant delay in this Bond Project.
