Background and Discussion:

On June 14,2022, Harris County Commissioners Court approved agreements with Harris County Public Health to provide CDBG-EN funding for nuisance abatement and lead-based paint hazard control projects that meet the needs of low- and moderate-income individuals and families in Harris County.

The project amendment includes a first amendment to an agreement between Harris County and Harris County Public Health for the Neighborhood Nuisance Abatement Program to revise the quarterly performance requirements, increase the total amount of completed qualified homes from four to 12, and add $75,000 in CDBG funding for a total of $150,000 in CDBG funds.

Expected Impact:

To provide funding for nuisance abatement projects that will benefit individuals who reside within the Harris County service area of whom at least 51% are from low- and moderate-income households.  A total of $75,000 in Community Development Block Grant Entitlement (CDBG-EN) funds will be added to the budget of the referenced project.

Alternative Options:

If the agreement amendments are not approved, then efforts to aid in the prevention or elimination of slum and blight will be negatively impacted.
