Background and Discussion:
The Q134-00-00 sub-watershed has a long history of flooding and has been included in past watershed-wide studies. A drainage improvement project that will provide water surface elevation reductions within the sub-watershed was identified in a preliminary engineering report. This court action is to allow the HCFCD to proceed with the design stage for the project. Request for approval to execute the agreement with Gunda Corporation, LLC for Engineering Services to provide design for the regional stormwater detention basin HCFCD Unit Q534-01-00. This project scores in the 2nd quartile under the 2022 Prioritization Framework approved by Commissioners Court.
Expected Impact:
This project is part of the Cedar Bayou Bond Implementation Program that could reduce flood risks in the area. The design stage of the Q534-01-00 project will impact staffing and operations for twelve calendar months. The total proposed amount for the design stage is $569,490. The proposed amount fits within the existing bond budget.
Alternative Options:
The alternative should this agreement request not be approved is that the HCFCD will not be able to proceed with design stage of the project lifecycle to then construct the drainage improvements to reduce flood risks in the area.
