Background and Discussion: The proposed interlocal agreement between Harris County Flood Control District, Harris County and the Armand Bayou Nature Center would allow for right-of-way acquisition within the Armand Bayou Watershed for the preservation of the flood way, floodplain and other critical habitat in its natural state. The District is contributing $2 million in funds from the 2018 Harris County Flood Control bond election and $3 million from the State of Texas Resources and Ecosystems Sustainability, Tourist Opportunities and Revived Economies of the Gulf Cost State (RESTORE) Act. The County is contributing $4.4 million from the U.S. Department of Interior Gulf of Mexico Energy Security (2006) (GOMESA) Act. The Armand Bayou Nature Center is contributing $1.94 million in funds.

 

Expected Impact: Acquisition of these parcels will preserve the floodplain in its current natural condition, preserve the natural function of the floodplain, and prevent any future development of the floodplain.

 

Alternative Options: No action, the tracts will remain in private ownership with possible future development.
