Background and Discussion:

This project is located in northwest Harris County in the Cypress Creek watershed. Tall Pines Addition consists of an open roadside drainage ditch system that drains through 4 outfalls into an existing HCFCD Channel K154-00-00 and eventually drains to Cypress Creek. The original scope consisted of replacing and upsizing the driveway culverts where required, remove and replace existing asphalt pavement and regrade the roadside ditches to improve the drainage for localized flooding events in the neighborhood. Construction of these improvements to be performed by Gulf Coast Houston, ensures that that the project is built in accordance with Harris County and Harris County Flood Control regulations.

 

The Change in contract request items include reconciliation of actual quantities used in construction with estimated quantities included for bidding purposes. In addition the request includes new items for the following:

                     PCO 4 Brick Mailboxes- Added New Item “Brick Mailbox” - additional cost for the amount of $41,743.20 and added 10 days. At the petition of the Precinct this item is to replace existing brick mailboxes that are in conflict with the paving located throughout the project.

                     PCO 5 Enclosed Ditches. - Added New Item - additional cost for the amount of $40,396.62 and added 5 days. The Precinct requested to evaluate locations and enclose where required to improve the ability to perform maintenance. Added quantities to existing Items No.16 “RCP, C76, CLASS III, TONGUE AND GROVE (18")” and No. 18 “PROPOSED CAST-IN-PLACE INLET (TYPE A).

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This modification is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Tall Pines Addition subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund, for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the project area will continue to experience flood risk.
