Background and Discussion:

The Oak Glen Place Subdivision Drainage Improvements - 2018 Original Agreement was approved in Commissioners Court on 7/28/2020 with three amendments following in court on 2/09/2021, 10/26/2021, 6/14/2022 and 8/23/2022. The Oak Glen Place Subdivision project is located in Harris County, in Aldine near Halls Bayou. The scope of this project is to included storm sewer system upgrades, installation of two (2) storm sewer outfalls and permanent/intermediate detention ponds with pump stations into Halls Bayou Channels P118-25 and P118-26, driveway replacements, and related pavement work. Allowing these services to be provided by NEEL SCHAFFER INC ensures that that the project is built in accordance with Harris County and Harris County Flood Control regulations.

The additional funds will cover changes in drainage impact analysis, drawings, specifications, and prepare and deliver record drawings outside the original scope of work due to modifications by Harris County and Harris County Flood Control adjacent projects.

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. Engineering support during the construction of the improvements is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Cedar Bayou Park East and West Subdivision Project area, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Fund for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

Alternative Options:

No alternative option for this project is possible other than performing no additional work. However, in this area, the subdivision will continue to be a risk of flooding and structural damage to homes in the community.
