Background and Discussion:

This project is located approximately 0.7 miles north from FM 1960 Road E, east of Cypresswood Drive, and west of Lee Road. The scope of this project includes the addition of new inlets, new storm sewer, upsizing storm sewer, the relocation of conflicting utilities, the replacement of affected sidewalk, driveways, concrete pavement, and curbs at two locations within the Foxwood Subdivision to the Harris County standards.

The Change in contract request includes new items for the following:

PCO - 1 Relocation of Existing Utilities - Added New Item Relocation of Existing Utilities (8" Waterline & Fire Hydrant) - additional cost for the amount $5,105.10 and added 0 days. The contractor, Aranda Industries LLC, located and exposed the existing utilities in preparation for the relocation. Upon learning Hunter Glen’s MUD (MOC - Municipal Operations & Consulting Inc.) would be assuming responsibility for the fire hydrant relocation, the contractor backfilled the excavated area.

PCO - 2 B-B Inlet Grates - Added New Item “Install B-B Inlet Grates at Existing Inlet” - additional cost for the amount $3,136.00 and added 0 days. Per Note 3 on Plan Sheets 14 and 15 existing inlets, if currently fitted with solid plates, shall be converted to grates.

PCO - 3 Video Recording Construction - Added New Item “Pre-Post Construction Videos” - additional cost for the amount $1,000.00 and added 0 days. The contractor, Aranda Industries LLC, submitted pre-construction photos/videos for the Foxwood Subdivision Drainage Improvements project.

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This change in contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Foxwood Subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the project area will continue to experience flood risk.
