Background and Discussion:

The project is located in Southeast Harris County, with most of the project area being within the Baybrook and Seascape Subdivision.  The scope and proposed improvements include storm sewer system upgrades along Red Bluff Rd. east and west of HCFCD unit F220-02-00, Park Rd. north to Red Bluff Rd., ant the outfall from Kildeer Rd.

The scope and proposed improvements include changes for:

                     PCO 1 Existing 24-inch RCP on Albatross - The price in the contract for removing pipe is $20 /LF on Pay Item 4. An additional 400 LF of pipe   removal is needed at $20 /LF is $8,000. The County therefore, will receive credit for 31 CY of Pay Item 7 for Abandon and Grout Fill Existing Pipe at $200 /CY or $6,200. For a total increase in contract price of $1,800.

                     PCO 3 Outfall Manhole at Sta. 11 + 95 - The existing storm manhole at STA #11+95 is in very close proximity to the homeowner's fence. It is so close that removing and installing a new manhole will require the fence to be removed and rebuilt. The existing manhole is in very good shape and it appears that the existing 30" pipe can removed and modify the opening to accept the larger 36" diameter HDPE. - $2,225.00

                     PCO 4 CTV Quote - HCED require that the contractor provide CTV for all constructed Storm Sewer Systems. CTV was not included as a part of the original bid. - $21,152.65

                     PCO 5 Pipe Material Change - The design documents call for a waterline offset at STA #16+67 be constructed. The existing waterline was discovered to be asbestos clay pipe and not PVC. The use of ACP to PVC coupling was needed including added cost for abatement of the ACP. - $3,775.00

Change also includes 7 days: 5 days for CTV preparation and recording, 1 day for ACP abatement and 1 days for construction associated with the manhole and tree removal.

 

Changes include reconciliation of actual quantities in construction with the estimated quantities included for bidding purposes.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood drainage to homes in the community. This change in contract is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the City of Seabrook homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

The county could elect to fund the requested task or choose to reject it. However, if not approved, the project area will continue to experience flood risk.
