Background and Discussion:

The project is located within the South Mayde Creek Watershed in western Harris County. The Roland Road subdivision consist of mainly roadside ditches and has been subjected to several flooding events.  The scope and proposed improvements include surface collection, ditch grading and storm sewer conveyance of the drainage along Roland Road. The existing HCFCD U201-09-00 channel will be extended from Porter Road to Katy Hockley Cutoff Road to provide reduction in inundation of the subdivision. This Utility Adjustment Agreement allows the project to move forward with the improvements as intended.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This agreement is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Roland Road and Related Infrastructure project area and surrounding homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated. This agreement allows for pipeline to be reimbursed for their relocation within their restricted timeframe of shutting down their pipeline at this project’s location.

 

 

Alternative Options:

No alternative option for this project is possible other than performing no additional work. However, in this area, the subdivision will continue to be a risk of flooding and structural damage to homes in the community.
