Request Summary (Agenda Caption):
title
Request for approval of a certain project, decreeing the project to be a public necessity and convenience, directing the Harris County Real Property Division to acquire, and authorizing eminent domain, if necessary, for one (1) revised fee simple tract for the public project known as Barrett Station Drainage Improvements Project, for the purpose of roadway construction, UPIN 19102MF17801, Precinct 3.
end
Background and Discussion:
The project is located in northeast Harris County in the San Jacinto watershed. It is south of Beaumont Freeway and is on either side of the FM 1942 and FM 2100 intersection. The existing conditions for the drainage system are roadside ditches. The proposed improvements are to regrade and widen roadside ditches, replace culverts, and to construction detention pond(s) for mitigation.
This one tract had previously received public necessity approval on November 29, 2022. This revision is being presented to correct the acreage.
Expected Impact:
This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This acquisition is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Barrett Station subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from Grant funds and/or the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.
Alternative Options:
No alternative option for this project is possible other than performing no additional work. However, in this area, the subdivision will continue to be a risk of flooding and structural damage to homes in the community.

_ Economic Opportunity
