Background and Discussion:
Request that the County Judge execute third amendment to an agreement with Black & Veatch Corporation in the amount of $2,819,923.77 to continue to provide services for professional engineering and related consulting services for a study of the feasibility of constructing storm water conveyance tunnels (Phase 2) for the Flood Control District (Purchasing Job No 190366).
The Buffalo Bayou & Tributaries Resiliency Study (BBTRS) began in 2019 and covers the Addicks, Barker, White Oak, Buffalo and Brays Bayou watersheds as well as Cypress Creek with HCFCD serving as the non-federal sponsor. The study objectives are to reduce life safety and flooding risks both upstream and downstream of the Addicks and Barker Reservoirs and to improve community resilience and recovery. Because the federal study process did not propose a community supported solution in their interim report, USACE has requested a collaborative reset to allow for additional work to develop a community supported alternative that is not narrowly focused on the benefits-cost ratio.
This contract will focus on utilizing the best available data from HCFCD to conduct additional engineering analysis to develop a full suite of comprehensive benefits considering and balancing economic, environmental, and social factors, as directed by Commissioners Court on March 22, 2022. Much of the work will be directly utilized on the upcoming Tunnels Phase 3 study.
Expected Impact:
A successful conclusion of the BBTRS study will result in a community supported plan as well as the development of a comprehensive benefits framework that leads to a more balanced consideration of project benefits, in alignment with Commissioners Court’s adopted goal.
Alternative Options:
Failure to approve the amendment will terminate the BBTRS study prior to completion, without advancing the comprehensive benefits approach.
