Background and Discussion:
Request for approval on the basis of highest overall evaluation and authorize negotiations with Cobb, Fendley & Associates, Inc. for professional engineering and consulting services for the feasibility and design of Westfield Estates Wastewater Services for the Harris County Office of the County Engineer, and the county, at its sole discretion, may discontinue negotiations and proceed to negotiate with the next ranking vendor(s) if unable to agree to an executable contract (220154), MWDBE Contracted Goal: 20%.
Harris County requires professional architectural and engineering services to complete an American Rescue Plan Act (ARPA) funded wastewater infrastructure project for Westfield Estates, a subdivision located in Precinct 2. The subdivision of Westfield Estates currently relies primarily on outdated and failing septic systems for wastewater services.
Expected Impact:
The proposed wastewater improvements would significantly improve environmental health and safety within the Westfield Estates subdivision, while increasing overall quality of life. Access to wastewater services has a potential to increase developments within the area.
Alternative Options:
Harris County would have to increase staffing and budgets to perform and execute the work, which is more effectively completed by a professional engineering consultant.
