Background and Discussion:

The Clay Road 3 project is to widen Clay Road from existing 2-lane asphalt roadway to 4-lane asphalt roadway with raised median with a new storm sewer system and a detention pond.

 

There are two abandoned pipelines owned by Enterprise Crude Pipeline LLC that are in direct conflict with the proposed detention pond for the project.

 

Expected Impact:

Approval of this agreement will allow Enterprise Crude Pipeline LLC to remove their abandoned lines that are in direct conflict with Harris County’s proposed detention pond for the project. This will allow the project to provide traffic relief and drainage improvements.

 

Alternative Options:

Alternative option includes choosing to disapprove of this agreement, which will have significant impact to the project’s schedule and budget in order to reassess an alternative drainage system.
