Background and Discussion:

This project is located in northwest Harris County in the White Oak Bayou watershed.  Wortham Estates Subdivision consists of an existing underground storm sewer system that drains into the existing E133-00-00 channel. The scope of the project consisted of re-evaluating the recommendations made during the planning study of this project.  Planned improvements consist of regrading the HCFCD E133-00-00 Channel. A new detention pond will also be required for mitigation. By approving this ROE, our study phase services can be conducted in the area of the proposed mitigation to determine the proper design requirements of the detention pond in accordance to Harris County standards.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This Right-of-Entry agreement is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Wortham Estates subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it.  However, if not approved, the project area will continue to experience flood risk.
