Background and Discussion:

On February 8, 2021, Commissioners Court approved a Justice Administration Department (now Office of Safety and Justice) budget request in the Commissioners Court Forfeited Asset Fund (2091), allocating funds for creating the Youth Justice Community Reinvestment Fund (YJCRF). This fund will support local non-profit organizations to build the capacity to provide prevention and intervention services to youth at risk or involved in the juvenile justice system.  An integral part of the budget request is the selection of a third-party vendor to evaluate the effectiveness of this approach to juvenile justice prevention and mitigation.

 

Expected Impact:

The selected vendor for the third-party evaluation of the YJCRF will evaluate two components of this approach to reducing juvenile justice involvement for youth. First, the proposed vendor will assess the impact the intermediary, Change Happens, has on increasing capacity in communities to build sustainable and robust community-based organizations to support and serve families disproportionately impacted by juvenile justice. Second, the evaluation will measure the impact of local grassroots organizations in reducing, deterring, or diverting youth from juvenile justice involvement.
