Background and Discussion:

It is recommended that the HCFCD be authorized to accept the grant award funds from the Department of Homeland Security (DHS) Fiscal Year 2022 Pre-Disaster Mitigation (Congressionally Directed) Grant Program to fund the design engineering and construction of the two stormwater detention basins (D500-11-00 and D500-12-00) along Brays Bayou (D100-00-00) and Braeswood Blvd between US Interstate-610 and Linkwood Drive. The funding is available specifically for this project in the FY22 Federal Budget and was submitted by US Congresswoman Lizzie Fletcher, representing the 7th District of Texas.

 

The proposed D500-11-00-E001 Meyergrove Stormwater Detention Basin Project will further improve riverine flood risk in the Meyerland area and along Brays Bayou. The two basins will store up to 94 acre-feet during severe rainfall events. Period of Performance (POP) for the grant is from September 13th, 2022, to September 12th, 2025.

 

Expected Impact:  

The HCFCD will utilize its resources to manage engineering consultant for the design engineering of the project, the construction management consultant during the construction phase of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards. 

 

Alternative Options:

This award is meant to fund the design and construction of the Meyergrove Stormwater Detention Basin project. Work would either not occur or would have to be funded by another means if we reject this grant award.
