Background and Discussion:

The proposed Blue Bell Regional Stormwater Detention Basin is currently envisioned as a dry-bottom, off-line stormwater detention basin. It is located along the northern bank of the main stem of Halls Bayou, just upstream of IH-45. The funding is available specifically for this project in the FY22 Federal Budget and was submitted by Congresswoman Sheila Jackson-Lee, representing the 18th District of Texas. The $2,786,198.36 match required will need to be funded through the Flood Resilience Trust.

 

Expected Impact: 

This grant will fund the P518-12-00 stormwater detention basin project through construction. This project is part of the Halls Bayou Watershed Implementation Program, which is an ongoing program that allows HCFCD to take a watershed-wide approach to planning flood risk reduction project in the Halls Bayou watershed, a historically underserved community.

 

Alternative Options:

This award is meant to fund the preliminary engineering report, design and construction of the P518-12-00 stormwater detention basin. Work would either not occur or would have to be funded by another means if we reject this grant award.
