Background and Discussion:

It is recommended that the HCFCD be authorized to accept the grant award funds from the Department of Homeland Security (DHS) Fiscal Year 2022 Pre-Disaster Mitigation (Congressionally Directed) Grant Program to fund the design engineering and construction of stormwater detention basins (K500-27-00-E001) along the southern bank of Cypress Creek (K100-00-00) between Bamwood Road and Red Oak Drive. An existing Interlocal Agreement between Westador MUD and HCFCD, allows HCFCD to construct and maintain a stormwater detention facility on Westador MUD property. The recommended project consisting of Phase 1 and 2 requires only the transfer of a 60 ft x 60 ft roadway ROW on Tigris Lane between Harris County and HCFCD. The funding is available specifically for this project in the FY22 Federal Budget and was submitted by US Congressman Dan Crenshaw, representing the 2nd District of Texas.

 

The proposed K500-27-00-E001 Westador Stormwater Detention Basin Project will further improve riverine flood risk in Cypress Creek. The two basins will store up to 200.95 acre-feet during severe rainfall events. Period of Performance (POP) for the grant is from September 13th, 2022 to September 12th, 2025.

 

Expected Impact:  

Regarding community impacts, this grant will fund the Westador Stormwater Detention Basin Project through construction. The goal of this project is to construct stormwater detention on the main stem of Cypress Creek, which will work to reduce flooding risks and damages during heavy rain events by safely storing excess stormwater and slowly releasing it back to the creek when the threat of flooding has passed. The project works in conjunction with several channel improvements and stormwater detention projects to provide flood risk benefits to residents in the Cypress Creek Watershed.

 

Alternative Options:

This grant would fund the design engineering and construction of stormwater detention basin (K500-27-00-E001) along the southern bank of Cypress Creek (K100-00-00) between Bamwood Road and Red Oak Drive. Should the grant not be accepted, work would either not occur or would have to be funded by another means.
