Background and Discussion:
Harris County Commissioners Court previously approved the Annual Action Plans (AAP). The Annual Action Plans, which are a consolidation of the Community Development Block Grants (CDBG), HOME Investment Partnerships (HOME), Emergency Solutions Grants (ESG); Neighborhood Stabilization Program (NSP) I and III funds, were also subsequently approved by the U. S. Department of Housing and Urban Development (HUD). Since HUD approval several changes have been made to projects reported in these documents. These consist of substantial amendments, which are defined below.
Harris County Community Services Department (HCCSD), as a U.S. Department of Housing and Urban Development (HUD) designated entitlement community is extending it’s current program year 2022 to end September 30, 2023 to bring into effect the new program year October 1st through September 30th. Subsequently, the program year for 2023 will begin October 1, 2023, and end September 30, 2024, as found on the public notice draft of Annual Action Plan PY2023 dated November 23, 2022. The goal of the revision is to align our department with that of Harris County’s fiscal year. The county will continue to administer funds to organizations that promote decent, affordable housing, create suitable living environments, and expand economic opportunities.
Expected Impact:
Approval of the Program Year Extension/Program Year Change will allow HCCSD to be aligned with Harris County’s fiscal year.
