Background and Discussion:
The My Home is Here 10-year Needs Assessment and Strategy, completed in 2021, found that nearly 500,000 Harris County residents are cost-burdened as it relates to housing costs, per the U.S. Department of Housing and Urban Development's definition. In order to address the various causes that contribute to this issue, the study provided various recommendations, including a recommendation to have partners collaborate to foster a comprehensive, affordable housing system. Following this recommendation, the Houston Housing Collaborative ("the Collaborative") and HCCSD have agreed to work together on a comprehensive community action plan and housing strategy.

The purpose of the MOU is to: (1) promote regional collaboration among parties to address housing needs for identified demographic groups; (2) serve as a resource for various stakeholders by researching and providing information regarding topics related to increasing access to affordable housing; and (3) leverage the My Home is Here study to inform Collaborative members and work towards the development of a funded initiative that supports the creation of a regional comprehensive community action plan intended to increase the supply of affordable housing options and economic...
