Background and Discussion:
The project is in northwest Harris County, south of Cypress North Houston Road and east of Telge Road. It is located in the White Oak Bayou watershed. The existing drainage system consists of roadside ditches which outfall to the east of the Cypress Chase subdivision to HCFCD Channel E133-01-00. The scope and proposed improvements include bringing South Kolbe Circle, South Kolbe Drive, Village Circle, Scott Circle, and Laura Circle into compliance with Harris County Standards. Additionally, the proposed drainage design will consist of grate inlets located in the existing roadside ditches draining via circular pipes under a proposed swale. Additional design services are needed as part of this amendment to account for the changes in roadway configurations and project driveways.
Expected Impact:
This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This amendment is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the homeowners surrounding the Kolbe Road and Related Infrastructure improvements project, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the project area will continue to experience flood risk.
