Background and Discussion:

 

The Parking Enterprise Fund (Fund 5201) is intended to receive revenue from the County’s parking facilities and use the funding for County parking facilities, including those that do not generate revenue for the County. In the past, using this fund on only County-owned parking facilities made sense, and fund usage was restricted to that. As County operations have grown, the County has entered into more contracts with third parties to provide parking for County staff. This issue has particularly grown since the County purchased 1111 Fannin and began moving staff into the facility. As more staff has started to use non-County owned parking facilities, the restriction on use of Fund 5201 to only County-owned facilities has meant that the fund is less able to fund County parking needs, and more parking funding has needed to come from the General Fund.

 

The Office of County Administration is requesting a change in policy to allow the Parking Enterprise Fund (Fund 5201) to be used on third-party contracts related to parking, not just on County-owned facilities. This change will better align with its original intent of supporting not just revenue-generating facilities, but all parking facilities related to the County. Making this policy retroactive to October 1, 2022, the start of FY23, would provide greater flexibility in the County’s finances and be consistent with the intent of this change in policy.

 

Expected Impact:

 

No net fiscal impact. If approved, it will allow Fund 5201 funds to be used to fund all types of parking used by the County, not just County-owned facilities. Currently General Funds are used for this purpose.

 

Alternative Options:

 

The County could use general funds or seek out other sources to pay for third-party parking contracts for employee parking. The County could provide less parking to employees or provide parking to fewer employees.
