Background and Discussion:
In 2019, Harris County Commissioners Court approved a Prioritization Framework for the Implementation of the Harris County Flood Control District 2018 Bond Projects. The framework was updated in 2022 with input from the Community Flood Resilience Task Force to create the Prioritization Framework for Allocation of Funds from the Harris County Flood Resilience Trust. These frameworks were created for specific purposes and are not currently applied to all flood risk reduction projects undertaken by the Flood Control District.
At the request of Harris County Commissioner's Court, this item ensures that all new flood risk reduction projects will be assigned an estimated prioritization score using the 2022 Framework based on the best available information on the project cost, benefits, and other relevant details. Because the scores will be estimates, they will be presented for informational use as "quartiles" as follows: Fourth Quartile (0 - 2.5) / Third Quartile (2.51 - 5.0) / Second Quartile (5.1 - 7.5), First Quartile (7.51 - 10).
