Background and Discussion:

The San Jacinto Regional Flood Planning Group (RFPG) is one of 15 across the state created in 2019 by the Texas Legislature through Senate Bill 8 and governed by the Texas Water Development Board (TWDB). The San Jacinto RFPG is responsible for developing Texas' first regional flood plans by January 2023, which will culminate in the State's first‐ever state flood plan. Currently, Dr. Tina Petersen, Executive Director of the Harris County Flood Control District is serving as a voting member representing Flood Districts on the San Jacinto River Regional Flood Planning Group for the inaugural cycle of Texas’ regional flood planning process. It is recommended that Gary Bezemek, Planning Division Manager at the Harris County Flood Control District, serve as the alternate member representing Flood Districts for the San Jacinto Regional Flood Planning Group.

 

Expected Impact:

As an alternate member, Mr. Bezemek will have the ability to directly participate in and provide input during development of the San Jacinto Regional Flood Planning Group’s initial regional flood plan and subsequent flood plan updates. The San Jacinto RFPG includes Harris County within its service area.  Serving as an alternate in this position will enable Mr. Bezemek to participate in sharing information and influencing decisions regarding flood management goals, project evaluation criteria, and strategies for projects in the San Jacinto River Basin, which includes Harris County.

 

Alternative Options:

The alternative would be for Gary Bezemek not to serve as an alternate member for Flood Districts on the San Jacinto Regional Flood Planning Group. Not participating would limit Mr. Bezemek’s, and by extension the Harris County Flood Control District’s, ability to share information with the Regional Flood Planning Group and participate in the important information gathering and decision‐making process.
