Background and Discussion:
Cedar Bayou (Q100-00-00) has a long history of flooding between IH-10 crossing and the Coastal Water Authority (CWA) canal. This project area was studied in the Cedar Bayou Flood Risk Reduction Study (FRRS) and part of the Cedar Bayou Watershed Bond Implementation Program. The preliminary engineering report (PER) is needed to determine the best use of flood mitigation along this channel between IH-10 and CWA canal, to identify the require ROW and support other large-scale flood reduction efforts in the Cedar Bayou Watershed along the IH-10 corridor. The preliminary engineering effort is complex and requires review of other past and ongoing efforts along Q100-00-00 and the surrounding area, detailed H&H modeling, right-of-way (ROW) identification and conceptual design. This court action is to request for approval to execute the agreement with Omega Engineers, Inc. for engineering services to provide a preliminary engineering study.
