Background and Discussion:
This is a joint partnership project with the City of Baytown. An interlocal agreement with the City has been executed. The project scope consists of replacement of an existing storm sewer line along E. Hunnicutt Street, E. James Ave, E. Wright Street, and Dwinnell Street, and channel conveyance improvements of Hull Gully and construction of mitigation stormwater detention basins. The project scope is developed from the City of Baytown's 2020 Master Drainage Plan (MDP) by DE Corp (formally Dannenbaum Engineering Corporation). The MDP provides model-based recommendations for the Danubina and E. James drainage systems that outfall to Hull Gully, HCFCD Unit Q103-00-00, a tributary of Cedar Bayou (Q100-00-00).

Expected Impact:
The increase in storm sewer conveyance capacity will reduce the likelihood of flooding.

Alternative Options:
To not participate in the cost sharing with the City of Baytown would delay the realization of flood reduction benefits for the area.
