Background and Discussion:

The project is located in northeast Harris County in the Spring Gully & Goose Creek and San Jacinto River watersheds. It is north of Barbers Hill Road and east of Sralla Road. The existing drainage consists of roadside ditches and outfalls to HCFCD channel O119-00-00. The proposed improvements are to regrade roadside ditches, upsize culverts, upsize outfalls and construct new outfalls, and construct a detention pond within the O119-00-00 channel for mitigation. The purpose of this amendment is for additional environmental, drainage, and design phase services which are needed. The drainage and design services will account for revisions in the drainage analyses per coordination with HCFCD, changes to roadside ditch configurations, and the design of the proposed detention pond. Additional environmental services include preparation for and submitting of an Individual Permit to the United States Army Corps of Engineers for the project.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. This amendment is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Highland Ridge and Highland Estates subdivision homeowners, Harris County, and FEMA. The fiscal impact for this project will come from the 1080 Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing drainage costs in the future. No impact to project schedule or staffing anticipated.

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it.  However, if not approved, the project area will continue to experience flood risk.
