Background and Discussion:
Before the COVID-19 pandemic, 0.8M Harris County residents were estimated to be food insecure, with an additional 1.3M residents at risk of food insecurity. The pandemic only exacerbated these challenges, with local food banks seeing significant increases in demand for food. Harris County has been able to provide substantial immediate relief to local organizations, funding $15.8 million in labor services to food banks across the County via an umbrella grant to the Houston Food Bank.
To continue to address food insecurity, the ARPA Food & Nutrition focus area team recommended seeking opportunities for organizations to:
• Increase access to food and nutrition by improving food distribution infrastructure within Harris County
• Provide services related to food and nutrition in neighborhoods or to individuals that have been disproportionately impacted by the pandemic or are in known food deserts within Harris County
• Act as an umbrella organization to provide small capacity-building grants to hyperlocal food providers within Harris County.
Harris County Public Health designed an RFP to solicit proposals corresponding to these priorities. Following review of the proposals, the evaluation committee recommended the following awards.
