Background and Discussion:

Request for approval of a renewal option with DEMA Consulting and Management LLC for the execution of the Holistic Assistance Response Team (HART) Program for Harris County for the period of January 26, 2023, through January 25, 2024 at a cost of $1,500,000.00.

 

The HART Program launched in the spring of 2022 and provides a new model for responding to 911 calls; interdisciplinary, unarmed first responders are dispatched to non-violent calls to assist residents and connect them to appropriate resources. With HART teams responding to these types of non-violent calls, law enforcement is freed up to respond to more violent, emergency 911 calls from citizens.

 

Expected Impact:

The current service area for HART is District One of the Harris County Sheriff Office which covers 148 square miles in the northern part of Harris County.
