Background and Discussion:
In March 2022, Commissioners Court approved advertisement of RFPs for Hire Up Harris Workforce Program, targeting expansion of high-quality workforce training programs, and an Apprenticeship Workforce Program, encouraging expansion and creation of DoL-registered apprenticeship programs and wrap-around support services. Contracts for the workforce program administrators are currently being drafted; this contract is for a third-party evaluator to assess and evaluate the programs from start-up to completion.
Evaluation proposals were requested from vendors previously selected under Job No. 210317 and evaluated by a cross-functional selection committee. Elite Research, LLC was ranked as the top proposal meeting requirements and was selected by the committee.
Please note the budget for this contract was approved at Court on 5/10/2022 as part of the administrative dollars required to implement the Hire Up Harris and Apprenticeship Programs. A portion of this project is being reallocated to FLEX funding from ARPA funding; the total approved amount remains unchanged.
Expected Impact:
The budget for this subaward is funded through FLEX fund dollars as made available by ARPA funds and no additional funding is being requested. This subaward will allow for a neutral third-party evaluator to evaluate the program administrators, including monitoring their progress in meeting program metrics and ARPA requirements. Elite Research, LLC will also provide periodic reporting and data to the Department of Economic Equity and Opportunity which will be utilized to provide updates to share with the Office of County Administration (OCA) and Commissioners Court.
Alternative Options:
Failure to fund a third-party evaluator will result in not being able to properly monitor and evaluate the various program administrators funded to administer ARPA workforce programs for the County.
