Background and Discussion:

Pine Trails Subdivision is in Northeast Harris County, Texas, Precinct 2 (redistricted from Precinct 1). The subdivision consists of approximately 525 acres and 1,800 homes. The residents have experienced structural flooding during several recent flood events. Approximately 264 homes were reported to have flooded during Hurricane Harvey. The purpose of this project is to reduce flood risk for homes. The proposed solution includes upgrading storm sewers and adding 3 detention ponds.

 

Expected Impact:

This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the community. Property acquisition is a step in the process to reduce the financial, physical, and emotional burden flood damage places on homeowners and will reduce the financial impact of recovery costs to the Pine Trails subdivision homeowners, Harris County, and FEMA. No staffing impacts expected with the fiscal impact for this project coming from the 1080 Fund, Special Mobility Funding for the Recovery and Resiliency Division subdivision projects with the long-term goal of reducing future drainage costs.

 

Alternative Options:

Alternative options include purchase of other nearby land parcels that are more developed, increasing community disruption, complicating permitting and/or delaying and expanding the project.  If no action is taken, the land will not be purchased, and the detention pond will not be constructed.
